Diese gehen davon aus, dass sich politische Verfahren und Ergebnisse durch globale kulturelle Faktoren erklären lassen. Einen klassischen sozio-historischen Ansatz in dieser Tradition stellt Stein Rokkans geopolitische Landkarte Europas dar. Ein für entwickelte Wohlfahrtsstaaten weltweiter Ansatz in dieser Hinsicht ist das Konzept der Länderfamilien von Francis Castles (1993).
Verkompliziert wird diese Annahme, weil häufig keine vollständigen Informationen über die Präferenzen der anderen Akteure vorliegen bzw. diese nicht bekannt sind.
