Women senators must balance the party’s desire to capitalize on the symbolism of gender against their own policy goals and the impact on their reputation with colleagues and voters. Looking Ahead To understand the influence of gender on senators’ legislative behavior, I utilize a combination of quantitative and qualitative techniques. Using regression analysis, I analyze gender differences in senators’ legislative activity, including the bills they sponsor and cosponsor, the amendments they offer on the floor, and their voting records on a variety of women’s issue and defense policy initiatives in the 107th and 108th Congresses (2001–2004).
When parties develop a history of attention and innovation on an issue, voters will view the party as more competent on the issue and will be more likely to trust messages that come from the party that owns the issue (Petrocik 1996; Petrocik, Benoit, and Hansen 2003). Studies of issue ownership demonstrate that voters prefer Democrats to handle issues like health care, education, Social Security, and the environment, while they trust Republicans more on defense, foreign policy, and taxes (Petrocik 1996; Petrocik, Benoit, and Hansen 2003; Sides 2006; Sellers 2010).
I expect that partisanship and ideology will drive senators’ votes on high-profile issues of troop deployments and war funding. However, gender may influence the content of senators’ defense policy proposals.
