26 The Theory-Practice Gap in International Relations Not only can good theory influence practice by shaping the questions people ask and the hypotheses they consider; a careful study of past experience is often helpful, even necessary, in developing good theories. In our everyday lives as well as our professional lives, it is the unexplained but persistent behavioral pattern we often want to make sense of, or the deviant case that we strive to “make fit,” given what we think we know. In these senses, past practice provides many of the questions academics want to explain.

If many academics consider self-evident the superiority of scholarly knowledge, its value is much less apparent to many policymakers. For example, Paul Nitze, one of the most experienced of the nation’s foreign policy statesmen tells us that It is my view that most of what has been written and taught under the heading of “political science” by Americans since World War II has been contrary to experience and common sense. 21 Plainly, scholars would disagree, at least with the first of these assertions.

Unlike, for example, lawyers, economists, or political scientists, they share neither a specific professional vocabulary nor any specific type of methodological training. The knowledge they need to do their jobs is mainly acquired in other ways, typically on or just prior to taking the job. In the United States, junior foreign service officers are recruited from a wide range of educational backgrounds and pick up the languages and substantive knowledge they need in intensive, government-run programs.
